OUTLINE OF STAKEHOLDERS' PROPOSAL
PURPOSE
to apply for the implementation of one or several Terms of Reference (ToRs).

TITLE
(should include a short title for the proposed work, a mention of the Facility, the name of the proposing organization and the date and version of the proposal).
1. BACKGROUND

- Objectives of the initiative and related activities (copied/adapted from the ToRs as applicable).
- Description of the organization, its nature and mandate;
2. INTENDED RESULTS
(copied/adapted from the ToRs as applicable).
Detailed enumeration of what the proposal aims to achieve:
- For studies, awareness raising, communication and participatory processes, and training or capacity building activities, a description of the issues or competencies to be explored or developed.
- For legislative development or policy advice, a list of the legal or policy documents that need updating or producing, and the main new policy orientations to be reflected in these documents.
- For the production of technical guidelines, the technical domain covered.
3. PROPOSED APPROACH
Description of how (through which activities and methodology) the applying organization or institution proposes to produce the above results: data to be collected, stakeholders to be met, consulted or trained as part of the funded work, forums, methods and approaches used to collect or communicate information, etc.
4. PERSONNEL, LOGISTICS AND TIMELINE
List of the persons to conduct the proposed work and their fields of expertise, the locations where the work is to be conducted, the transport arrangements and a work plan, including when the final document(s) is (are) expected to be available.
5. REPORTING
Copied/adapted from the ToRs as applicable: schedule and template to be followed for progress reports and for financial statements, with a mention of who will review and certify financial statements.
6. BUDGET AND TERMS OF PAYMENT
Presentation of the budget for each activity. For example, if an activity involves: "participation in a meeting" (workshop/training session etc.), indicate number of participants and days; "travel", indicate number of travellers, number of days, travel cost, and means of travel (aerial or ground); "recruitment of personnel", indicate number of persons recruited, days and honorarium. The total cost of all activities should correspond with the total contribution of the Facility. Also to be included: detailed list of inputs by type (transport, fees, per diem, reproduction costs, etc.) that the proposing organization deem necessary to successfully complete the proposed initiative; part of the budget required from the nfp Facility and part covered by the proposing organization and/or other sources (this should be at least 20 percent of total budget).
