TERMS OF REFERENCE FOR CALLS FOR PROPOSALS

PURPOSE

call for proposals from national organizations and institutions for a particular activity or set of initiatives to be funded by the Facility.

TITLE

(should include a short title for the funded initiative, the country where it is to be implemented, a mention of the Facility, as well as the date and version of the Terms of Reference [ToRs])

1. BACKGROUND

Overview of past activities leading to this initiative including a reminder of the date and content of the partnership agreement, steps already taken in its implementation, results achieved so far, and assessment of needs for the proposed initiative.

2. OBJECTIVES OF THE INITIATIVE

Summary description of the activities subject to these ToRs and their immediate objectives: What does the proposed initiative aim to achieve, why, and with whose participation?

3. INTENDED RESULTS

Detailed enumeration of what the proposed initiative aims to achieve.

  • For studies, awareness raising, communication and participatory processes and capacity building, a description of the issues to be explored or competencies to be developed.
  • For legislative development or policy advice, a list of the legal or policy documents that need updating or producing, and the main new policy orientations to be reflected in these documents.
  • For the production of technical guidelines, the technical domain covered.

4. TIMELINE

Indicative work plan showing when the main activities are expected to be carried out and when the final document should be available.

5. REPORTING

Schedule to be followed for progress reports and financial statements, with a mention of who will review and certify financial statements.

6. HOW TO SUBMIT PROPOSALS

Procedure for applying: closing date, template to be followed, information to be provided (including, as a minimum, a quantitative and qualitative description of the results to be achieved, a proposed approach, a description of personnel and logistics used, and a budget).
